End of Life: The French National Assembly Relaunches the Debate with Two Bills
After being put on hold due to the dissolution of the Assembly, the debate on end-of-life care officially resumes in Parliament. The rapporteurs for the PPL Soins palliatifs are Annie Vidal (EPR) and François Gernigon (HOR), and for the PPL Fin de vie are Olivier Falorni (DEM, rapporteur général), Stéphane Delautrette (SOC), Elise Leboucher (LFI), Brigitte Liso (EPR) and Laurent Panifous (LIOT).
🔹 Why two separate bills?
While the government initially planned a single law combining both issues, it ultimately opted for two distinct texts to clarify the debate and avoid legislative deadlock.
💡 Key discussion points
- ✅ Ethical and political sensitivities
- ✅ The need for stronger palliative care before legalizing assisted dying
- ✅ Limited access to palliative care — currently unavailable to two-thirds of patients in need
- ✅ Strict eligibility criteria for assisted dying: incurable illness, unbearable suffering, repeated request
📅 Next steps
The bills will be debated in Parliament starting in May. Will this two-step approach lead to a legislative consensus?
