Social Security Financing Plan (PLFSS): 2023 health care budget set at 244.1 billion euros (preliminary draft)

The Social Security Financing Bill for 2023 is due to be presented to the Council of Ministers on Monday, before being detailed the following morning at Bercy to the members of the Social Security Accounts Committee (CCSS).
 
Set at €236.8 billion, the 2022 Ondam would be adjusted to €245.9 billion, an increase of 3.8% on a current scope. At the end of May, the Health Insurance Expenditure Alert Committee forecast an overspending of between €3.9 and €5.4 billion, mainly due to measures to manage the health crisis. In its report on the evolution of revenues and expenditure (Appendix B), the government specifies that the increase, excluding expenditure related to the health crisis, would be 5.4% in 2022 and 3.7% in 2023. Taking into account the regulation measures (medical control, fight against fraud) and savings planned in the PLFSS, the government intends to reduce the growth of the Ondam to 3.7% "excluding the crisis".
