France creates a permanent pathway for remote monitoring solutions

France has been a pioneer in the evaluation of how to find a way to utilize remote monitoring / telemedicine, including several pilot programs:

  • 2009: Article 78 HPST law​
  • 2014: Article 36 LFSS (ETAPES experimentation)
  • 2017: Article 51 LFSS

Based on this experience a permanent pathway (TLS) for remote monitoring is in final stages to be implemented.

It will consist of two categories

Standardised application for defined areas
Starting with the disease areas previously included in ETAPES:

  • COPD
  • Diabetes
  • Heart failure
  • Renal Failure
  • Cardiac implants

There will be a defined specification for each disease area with associated tariff. In French terminology this will be a generic line.

If you have remote monitoring solution within these disease areas, they would be eligible for reimbursement.
De novo application for new disease areas

In disease areas where there is no ‘generic’ line established, companies should make a de novo application to create a unique reimbursement for the specific product (brand specific).
