Modernizing France's Medical Classification System: A Step Towards a More Efficient Healthcare System

In France, the Haut Conseil des Nomenclatures (HCN) is leading efforts to renovate the Classification Commune des Actes Médicaux (CCAM)—a system initially created in the 1990s and in need of modernization.
Established by the Social Security Financing Bill of 2020 and operational since May 2021, the HCN brings a fresh approach to categorizing medical procedures. While it builds on the work of existing entities like the CHAP, its key role is to rationalize medical procedures classifications, ensuring descriptions and pricing align with today’s medical practices.

Why is this important?
📌 Some procedures are easy to perform but highly reimbursed, while complex procedures may have relatively low prices, potentially leading to neglect or cost overruns.
📌 Innovative techniques are often poorly described in the CCAM, whereas obsolete procedures remain well-defined.
📌 A more accurate system is essential for fair pricing, better prioritization, and improving access to cutting-edge medical procedures.

Although the HCN’s work is transformative, progress has been gradual—it’s been four years since the initiative began, and only a fraction of the CCAM has been updated. However, this initiative underscores the government’s commitment to:
